Driver Qualification – Under federal law 49 CFR Part 391, drivers involved in interstate commerce, or intrastate from the following states [AK, AZ, CO, CT, FL, GA, IN, IA, KS, KY, LA, ME, MD, MI, MN, MO, MT, NE, NJ, NM, NY, NC, ND, OH, OR, PA, SC, SD, TX, UT, VT, WA, WI] must retain verification on file of their drivers’ legal and physical ability to operate the vehicle in their class. This involves pulling a driving history, a previous employment history, a 3 year inquiry to state agencies, driver’s road test certificate, annual driver’s certificate of violations, as well as other pertinent documents relating to the specific driver’s public record. BOC3 (Blanket of Coverage) – Under federal law 49 CFR Part 368, any company whose drivers’ cross state lines for-hire is required to have this list of processing agents, in case there is a legal issue outside of their company’s home state. This provides an agent in the applicable state that will accept the paperwork for the incident. This is a one-time registration and does not need to be renewed.

Drug and Alcohol Consortium – Under federal law 49 CFR Part 382, drivers in most states who operate a CDL vehicle, a vehicle weighing over 10,001 lbs GVRW, a vehicle that transports 8+ passengers or hazardous material, must be enrolled in a random drug and alcohol testing policy. This is a yearly policy and must be renewed every 12 months.

Supervisor Training – Under 49 CFR Part 382.603, anyone who supervises two or more commercial drivers, must complete a minimum of 2 hours of training; 60 minutes on alcohol abuse and 60 minutes on drug abuse. This training includes the physical, behavioral, speech and performance indicators of alcohol and drug misuse. Each supervisor only needs to complete this training once in their career.

DOT Physicals – Under 49 CFR Part 391, drivers who operating a certain class of vehicle must submit to a physical examination by a certified medical professional before operating the vehicle and every 24 months while in operation. The driver must keep their medical examiner’s certificate on board the vehicle at all times, as well as on file with their driver qualification records to provide to the commercial enforcement officer at the time of their safety audit.
